The state of North Carolina has agreed to pay $7.85 million to settle the state lawsuit filed by NSB client Floyd Brown. Mr. Brown, a man with serious mental disabilities, was locked up for 14 years in a psychiatric hospital based on a false confession fabricated by a State Bureau of Investigation agent.
